According to the hidden achievement Allied Races: Earthen, these are the currently known requirements to unlock the Earthen allied race: Completion of all main storylines for the level up campaign in The War Within. Completion of the side questline Hope, An Anomaly in Isle of Dorn.

The Earthen will be the 25th playable race in WoW and can join either the Alliance or the Horde at the start. Completing quests like "Hope, An Anomaly," and "Mourning Rise" on the Isle of Dorn is essential for unlocking the Earthen race.

To create an Allied Race character, you must first unlock them by completing their respective recruitment quest chain. The quest chains can be started in Stormwind or Orgrimmar Embassy. The quest chains to unlock Allied Races require the character to be level 40+.

A new playable race arrives in The War Within—the Earthen. Unlock playable Earthen characters after completing their quests and the overall level-up campaign. Enlist this titan-forged race made of living stone by aiding them in their endeavors.

With the world thrown in turmoil after Deathwing's re-emergence into the Azeroth, members of the Earthen Ring can be found in most of the decimated zones on the planet. However, their presence is mostly powerfully felt in Vashj'ir, Deepholm, and the Twilight Highlands.
